No. It's not "as good as" Toradora! because it's so much better than that.

"Felt similar" may be acceptable in the manner that it was put but for me who have seen the two, I would even go as far as to disagree with that notion. Seriously, just because both series are "romantic" doesn't mean that they belong in the same category.
The first and most important thing to note is the series' "demographic". Honey and Clover was aimed more towards "josei" (perhaps shoujo) viewers, which means that its contents are more "realistic" and "mature" as a whole, that the ladies usually appreciate more (not that a guy like me can't). Toradora! meanwhile is directed at "shounen" viewers or in other words, "boys". This fact alone should pretty much differentiate the contents and style of the two (anime) series, thus supporting my earlier statement as to why I've never "felt" any sort of similarity between them.
Let's do a simple comparison of the two series' settings/premise. In H&C, the focus was on 5 college (art) students' relationships as friends and beyond that. Comes without saying that the main cast of characters are young "adults" {Hagu being the youngest at the beginning of the series at age 18}. You'll never see a bunch of "children" running around the corridors in here; unlike in Toradora! where we have high school students attending the same class in the same ol' Japanese style classroom, where most of the events took place/developed.
Then as far as romantic relationships are concerned, unlike in Toradora! where it was very constricted to a guy and 3 girls vying for affection, H&C was more broader as each characters, aside from having their own respective set of goals, had different (in a sense) "love interests" and the series did not solely revolve around one or two of them. There were episodes that would only give focus to Mayama, and then Ayu, and so on to Morita and Takemoto. (Even the "transition" of everyday happenings/events are far too different.)
What else, I'm done here. Btw, I'm a Honey and Clover fan for life. Watching every single episode of it from first season to the second plus its two OVAs (prior to the 2nd season) has been very meaningful and inspiring, in many ways. I can't say the same for Toradora!, unfortunately.
Just for the record: (random thoughts)
-I had honestly hoped for a Yuuta and Hagu ending.
(though I do believe that Hagu made the right decision)
-Kaoru and Shinobu's side story hit me real hard.
(let's just say that I knew Kaoru's pain)
-Ayu cried a river, almost literally.
-Mayama: love is such a mysterious thing indeed.
(Perseverance really does work, in love)
-Morita, gifted bastard! He and Hagu shares one special thing in common...
(but I'm glad that Hagu didn't choose him either)
-Why did Hiroshi Kamiya's car accident had to happen before the finale's dub has been recorded?
(thank God he survived, recovered, and still active in the VA industry)

Aren't their mouths kinda... weird?!Its the art style. I actually thought the same thing when I first started watching Honey and Clover, but now I enjoy that art style. Fact I felt it really flourished in Higashi no Eden.

The art style was perfect for a laid-back slice of life anime, it was interesting to see it in Eden of East though, which was a completely different genre.

Yeah, the visuals are a very strong point in the anime like I mentioned in the OP. But some people don't know how to define quality.
BTW, why's the title name all screwed up?
