I'm just wondering if this General Rule.
Do not insult or harass other members.
-Insults, harassment, flaming, trolling, baiting or other similar abusive behavior towards other members of the Forum will not be tolerated.
Does this rule apply to the "Incoherent Babbling" section?
I constantly see alot of members breaking this rule towards new members and just wondering does that rule even apply to that section of the forums or is it a "Post at your risk" type of section?

While yes, IB does remain the home of insults, if any insults are truly life-threatening, seriously out of place, or not made in good fun (or at a new user's gullibility) then they usually result in some moderated action.
That said, yeah, IB can be tough, so if you can't take the heat, kitchen, etc.
Still, if you keep your cool, roll with the punches and remember this is just the internet, you should do fine.
The recent user departure seems like it was due to the user not being able to take said jokes, which is unfortunate, but at the same time, ultimately their decision to leave. No one is forcing you to post; if you want to just get comfortable first, try lurking without posting to get a feel for the atmosphere here, or post in Chat Topics for fun.

thankfully not one or minimal trolling came to me
some members are just being a dick and an ass to naive newcomers , insinuating and showing "dominance"(of course it doesn't help that the new ones retaliate with more anger and bashing). poor people...
edit: also ganging up and "kicking them when they're down". It's already hard finding a place in a new community(as said this is the internet but, really?!). and it's not in IB alone, I have seen it in other forums as well.

I'm a bit lazy to try to link the threads here but the best example was already given by shin
I am glad that I did not come across Illumia and Ronnie at their worst times but seeing it from a stranger's point of view. makes me think and see that the ones ganging up are being the bitch. (and it didn't help that a newcomer also added to the bullying bunch).
the ones that you were involved were with meow. I know she kinda deserved it though, but one stern warning should have been enough. also the one when someone posted a link to a flashgame.(I didn't want to mention this because some other person already told you off).
also in LRR. one said a problem about being heartbroken and some idiot has the gall to post about not a single fuck was given(good thing someone has also told him off). and also this one girl who had double posted in LRR.

There's a weird phenomenon that's occurring here with shitposts. The problem I see is that shitposts from new people and veterans are treated exactly the same, which creates an inequity because the newer person doesn't have anybody familiar to strike a conversation with.
I don't think this is actually fixable to be honest. There is a problem, but the only way it actually happens is if IB ceases to be IB. The thing that makes 'attacks' on people in IB work is because everyone is subjected to them, even the regulars.
I could really bend either way with a ruling definition right now.

Sympathy is a type of butthurt as butthurt is just negatively condensed emotion. Even if you don't personally receive any attacks or commentary on whatsoever thread, your care shows you indeed are butthurt.
The solution is quite easy: follow the crowd and post on already made threads. Why are we obligated to give newfags the right of opinion?

Ideally, yes, that rule would apply to IB. In reality it seems that IB is the one section of the forum where that does not apply.

Of course. If everyone had tougher skin, the forum wouldn't have any problems whatsoever.
Fakku's premise appears to be made of softer, kinder stuff at its deeper levels though, evinced by the constant influx of trust that comes from newer viewers. IB is really active so it naturally attracts people who want to have a sense of belonging, so people, even against better judgement, drift into the sea of conversation.
Make no mistake, IB is the coolest fucking section in Fakku because it moves fast and has tons of awesome shit. I just wish we could find the balance between being carefree in the /b/ fashion while somehow being better than /b/ as a whole, preferably without any moderation whatsoever.

- Yes, the double-posting is an issue everywhere, and unfortunately, some of us get very tired of it. It's only common sense that, when you join a forum like this, you must understand the rules, and when you break them, whether or not intentionally, someone's going to call you out on it. In fact, I had an experience in LRR because of this. I asked a user to stop multi-posting, and what do I get?
"Don't like my commenting? Don't post in my shit."
That was uncalled for. Granted, I probably should have stated it's against the rules beforehand, but I'm kind of tired stating them over and over again, when in reality, as a user, you need to have glanced through them at least once. I didn't even post anything insulting; just simply said stop.

- The matter of the "not giving a fuck"... yeah, it's pathetic to see that, but this is the internet, and trolls will exist everywhere. Some people, I swear... when I see their posts, I feel like they made it their mission in life to fuck with us just for kicks. If posts like these appear, that are not only out of place but also really demeaning, don't hesitate to report immediately. A mod can at least delete the comment, and discussion can continue.

I am on IB's side in this fight. Yes, even I will admit, they say fag a lot, but it's only because it's getting unoriginal now. I now believe that users like these need to be talked down to like this, because, I'm gonna be very blunt now, being nice and holding their hands all the time is worthless, especially if the user shows absolutely NO improvement in their posts or behaviour.
