I'd like to request a formal write-up and sticky of some rules for the IRC. (Mattarat said he'd take on this task, but I'm just going to throw this request in anyway.) Rules that are not publicly and easily accessible cannot be expected to be followed.
As for some of the general rules in the IRC, I'd like a general de-regulation of what myself and a number of other frequent IRC users have seen as overly strict policy. From my knowledge this policy was first put into effect when a certain user came on the IRC and spammed it for about half-an-hour.
I am not saying that we should allow such behavior - but we should not restrict usage to the point where it becomes a hindrance to the regular users.
Mostly I am asking for a lift on the restriction on capital letters, and a lower threshold for repeating text. A better alternative would be de-automating rule enforcement and delegating the task to a moderator who is consistently in and active within the channel.

sugoi-chan hasn't been very sugoi lately. I second this motion.
I also think that the room needs more people with ops power. Honestly there have been a time here and there when we needed a mod to speak up or ban someone but they have all been asleep or not around. I think in order to get rid of sugoi-chan you would need to have more or we could have another repeat of those 30minute spams. I think the number system of power would be very nice for this community.

I can see how is this hard to implement in all hours, but I already told Jacob about the need of not relying the task completely to the bot in certain hours. Bots are not perfect.
Even though for the chat we had earlier, I'm in for the relaxation, BUT IT HAS TO COME from where it should (The community admin). I have no voice in that matter, nor that I want it either.
Also I know the rules are written somewhere, I've seen them, though the search doesn't help anything and/or the fact it's not a sticky and clear.

We don't need more ops, we just need less-strict rules, and a bot which doesn't 'kick' near instantly. There is usually a lack-of-need for for op's most of the time in the chan. Sure people may have their small arguments, but eventually people get over it. All of the regulars in IRC should know by now to take everything with a bit of salt...
Though there was the discussion earlier with Shuugo about the rules. And it made me (and probably Tegumi) wonder how this bot was programmed with rules, yet no rules could be told to us other than "use common sense".

for about half an hour. I like the idea of a formal rules list but nobody should be given special privileges or shit like that will happen. For any new people joining the chat and seeing that would probably turn them off instantly as they go "wtf is this shit?" and going somewhere else.

That has nothing to do with this. I do agree that is something that shouldn't be allowed. But I'm talking about regular IRC usage in general, and the rules are too strict.

While I don't think Tegumi should have been banned without warning for spamming, I do not think there is anything wrong with the current system of warning/kicking/banning users who use excessive caps, repeat characters, and general line spam, the only reason such things are a "Hindrance" to any of of you is because you feel the necessity to do such things, which have absolutely no purpose.
Sugoi doesn't limit the flow of normal conversation, only idiotic conversations.
As for delegating another moderator to oversee the chat, I completely agree it would be good to add someone who is around when the other admins are sleeping. I think Mattarat does a great job when he is on, but he of course is not always on.
