I don't think there will ever be a way to solve this issue. Someone, somewhere is going to hate the staff's decision on how to handle this, but quite frankly this is an issue where the staff shouldn't have to come to the members for a majority. To be honest, I'm not really happy with the way it is being handled by just simply, and constantly, moving threads around. It isn't doing anything to curb the habit, and it is annoying to keep track of where everything is moved to.
In the end it is just going to be up to how the members behave. There just has to be some sort of set standard, etched it stone, and if you can't at least apply yourself to a certain level then you should be banned.

At least you and I can agree on that. I only support the block user because of how it seems that misbehaving is not discouraged but, in fact it seems to be rewarded. Rules aren't universally applied which basically gives a green light of know the right people and the rules don't apply to you.
