@Animeholic: It appears that you are campaigning hard for a post count requirement to be implemented in order for one to access the users' upload section. Indeed, quite a bit of planning will be required, though there are still some issues to be considered.
-Allowing posts to be counted in the incoherent babbling section does not necessarily mean that members will only post mindless stuff in the incoherent babbling section. There will be users who continue to spam in the other sections. Of course, you may claim that raising the number of Mods and giving them more power will curb the above problem.
-The difference between mindless post and spam remains blurred, and the same can be said for the Random and IB section. If I ban a new member for simply posting emotions, then must I do the same towards an Elite/Elder who has done so in the past? The same goes for short answer replies such as "QFT". I wouldn't want the hentai community to think that we practice double standards, because word tends to spread very quickly.
-A balance must be struck between freedom, moderation and of course, the protection of links. If too much emphasis is placed on one particular aspect, then Fakku may no longer be the place we have come to know, which can be a good or bad things, depending on the individual's viewpoint.

Ignorance is no excuse as a more revised version of the FAQ and rules would need to be made that would clearly explain what counts as spam. A single emotioncon one time is fine imo. Even Jacob has been known to do something like that with his post in the toonami has died thread.

Also when a user signs up the forum needs to auto link them to the FAQ. That is important imo. It also wouldn't hurt if the FAQ and rules thread was on the toolbar and not a sticky in suggestions.

I guess the Admins will make a decision when they return from their respective vacations. Personally, I am still not in favour of a post count requirement, though it could be just me.
By the way, more mods may mean less work all around, but it could also eventually lead to too much control over members, which I think may happen if the bill does get passed.
Edit: Perhaps I should have mentioned my "it" in the last paragraph refers to the level of governance on the forum.

Problem solved, hire someone else.
As I have said there are no guarantees in going with a method like this that it would go over smoothly or would work at all. But, Crimson's thread worked, obviously having a post count had a factor in all the 100 + post links still being alive. Jacob makes absolutely no money off of Fakku to my knowledge so it's not like losing some leechers would hurt. If they don't wanna meet the requirements that insure safe links then don't let the door hit you on the way out.
Also tbh, I could care less if Fakku has a post count or not. I suggested it and argued for it as a way to protect people's links. I neither upload nor plan to upload. It's a solution that I think would help. Not solve but help. Links will always die.
EDIT : As for your edit, 10 mods is not too many mods. If anything for 130,000 registered user site (yes I know we don't really see that many blah blah etc) that is still not enough imo. There are sites that have 30,000 members but 5 times the amount of mods Fakku does. If they can handle it I think we can to.

Incoherent Babbling was created specifically because we needed a forum where posts would not count. That is the entire point of the forum. This will not be changed at any point.
If link reporting is a huge problem I could look into creating our own file hosting site and you can upload your stuff there. But chances are I would need to run some sort of donation drive in order to pay for it. But I obviously would not remove things hosted there unless the reporter was a legitimate license holder.

Another helpful addition might be to add a service such as anonym.to to the forum's link parser; it strips referrers from any clicked link. I hear that has proven quite effective (among other measures) for other places combating the same issue.

I know two sites that use that. It does work to an extent as I have seen. Also if we are going to use that method I suggest having the site do it automatically. As in the site adding the url to the link on all the links put on Fakku. It just makes things easier. There are other site protection ways but some tbh are a pain in the ass to both set up and to download from. Some popping up adds and others wanting a password and another password followed by a final password.
The main problem with the links is faggots. I call them faggots cause they are flagging for no reason other then the sick pleasure they get from watching people complain. Games with 20 + links will have the last link dead on threads where the user is either no longer here or no longer has the game. So the user has wasted there time downloading the previous 20 links.
