Exactly, Ramsus - if someone's going to necrobump a thread, they aren't going to say to themselves, "I should sage this because people won't like it." Like I said, the only good way for a sage feature to be used is if only threads on the first page of a section could be saged, or perhaps the first three pages. Any older than that, and people won't sage because there'd be no point in posting in the thread, period, unless people were going to see it.
As for whether post count matters or not, you can say that it shouldn't matter in the least, but if you're going to do so, then you should petition that posts in IB count or that post count be removed altogether. If you don't want (or expect) either of those to happen, then you should act as though post count does matter when discussing a possible new feature.
In the end, I think the work a sage feature would entail greatly outweighs any possible usefulness. And I just don't think it would be used very often or by very many people. Why have such a feature?

This is actually a good idea, and I support it. In addition there is an option when you post in a topic to send you an email if someone replies. So you can just select that option.

I think putting a "Post without bumping" feature would be good, as long as the posts arent counted. Because honestly, some threads dont need to be bumped. This would also stop necrobumping on irrelevent, old threads. And even though there would probably be some losers trolling 3 month old threads, I dont think it would affect anyone, because nobody is probably going to see it. And i think these trolls would probably use a regular post anyway, seeing as how the only reason theyre posting is to get a reaction.
But, with the posts not counting, and with nobody seeing it, this feature probably wouldnt be used very often. Still, it would be helpful in some situations like previous users have stated.
I think that about sums up my opinion :)

I prefer a function to "Bumping Without Post" so it just bump a thread and not increase the post count
