even though i have -2 rep at the time of this post, i honestly don't care about my rep. it did give me the idea that if when you used the rep feature it said who gave/removed rep, and required an explaination as to why, there might be less abuse. i don't even know if it's possible, i'm just throwing an idea out.

I'm not sure if there will be less abuse on rep system with that. And I think if you can know who gave you rep, especially if someone gave you -rep; it'll just spark more drama.
But I think the idea to get an option to add explanation when you giving rep point could help. Maybe you would want to give explanation why you gave +rep or write your name on it, so people know you're giving them.

Letting someone know who -rep'd you would lead to a chain of RAGE -reps out of sheer revenge. You might also get people who -rep you for giving +rep to users they don't like. If rep is already on a downward spiral or is as bad as you think it can get already, it'll get way worse.

actually, the anonymity of reps given can be a problem.
try scouring the forums for some argument/impending flamewar between any two indivuduals/groups -> -rep the one which is winning the argument -> hilarity ensues.

If someone makes a really good post, Im gonna tell them that I repped them. However, when I see a post like Longevity's Im want to have the choice to tell them that I - repped them.

Revealing who gave the rep is a bad idea. See other responses for explanations.
The other idea, however, is good. If people could say why they gave reputation, it would help the system out quite a bit. Often, I give people +rep but don't bother to say anything because, well, why bother saying something? If I have nothing else to say, why just post, "I totally agree"? That's pretty much spam, isn't it? (Except in User Uploads, because letting someone know that you enjoy what they uploaded is important.)
A forum I was on a few years ago had a "thumbs up, thumbs down" feature that was the same thing as reputation, and you could add a comment for why you gave them an up or a down. When I got a thumbs up, people often said, "Fucking right!" or whatever, and that made me feel good. When I got a thumbs down, I could see that someone thought I took a joke too far (taught me to not go crazy for the sake of humor), simply didn't agree with me (the guy's a douche that gets way too defensive), or plain didn't like me (his opinion doesn't matter, he just wants to piss me off). I think it really balanced the system out.
However, as waar said, this sort of thing has been discussed a lot. The ideas put forth here aren't even new. But I think they're worth talking about again to show that people still feel they way they do. Just don't expect any changes to be made in the next month or whatever.

Well change is possible, I mean how long were we without the rep system? I know it seemed more like papa Jacob was simply taking away a toy the kids were fighting over but it seemed to work, if only for a few weeks.
