I don't know what your talking about because it works just fine for me, here I'll even give you the link.
Edit: Nvm I think I figured out what your talking about, it's when you click the "View Online" button that it brings up that error.

It's because it's a .PDF file. You have to download it to view it.
The "View Online" feature reads page by page, each page being an individual jpg image. Since this is all pages shoved into a PDF file, it won't load it right.
