I'm just saying that there were talks going on between the USA and the UK.
It's not the unexpected. America and the UK have had a decent relationship with each other for awhile now.
I think the plans talked about before were the ones that ended up being the D-Day. Basically, just how to initially make a front in the war.

There were serious discussions before the attack on Pearl Harbor on if America should join WWII. It wasn't completely for Economical reasons either (Though those were very important), the fact was, a good deal of Military Officers and Soilders, and even some people with no combat experience, were defecting from America and joining Canada and Britan's Armies; beyond that, many people in America were pissed off at Germany's attacks on unprotected countries, and from an Economic Standpoint, those that understood how economics work were pissed that Germany had managed to so royally fuck it's economy after the First World War that they started.
In fact, at least one important Brigade of American Pilots (The 551st, I believe), started out in Spitfires (The British Plane of choice at the time), because they all went to Britan, and when they were later accepted back into the American army when America joined the war, they kept their Spitfire Planes and simply painted the Flag on them.

During their "serious discussions", many people were against joining the World War because it would in the end leave the U.S.A as the most powerful country in the world. With nuclear technology on the way and their rapid advancements in technology, it would have been easy for them to overthrow the Third Reich after the war had ended and liberate many Countries, which would then owe a great loyalty to them and as such, their reach would have extended across Europe as a whole and they would've become extremely powerful. The U.S.A has always been in it for themselves, I doubt they cared much for a country that had, not that long ago, attacked them for not paying ridiculously high taxes.
A lot of people defected from America during that time because they felt that America should be doing something, and if the government as a whole was not up for the idea, they would just go out there and do it themselves. I don't however believe that was any part of the reason for joining the War. The amount of defectees was still minimal compared to the military might and production power they controlled. And it's not as if the largest consumer population in the world would be blockaded for simply not allying others, considering they still were part of the large amount of funding Britain and Canada (Later Russia) were receiving during the war.

America wouldn't have backed down simply because the people wouldn't have allowed it.
The talks were in play, and information about the concentration camps would have eventually reached the ears of the people. It's hard to say no to your people when they rally behind a cause.
It just would have taken more time, time that was spared when Japan came crashing in.
