Does it make me a bad artist ....

I'm great at drawing torso, legs, arms, etc. But can't draw a head, eyes, or hair even if my life depended on it.

I consider it typical of a beginning/learning artist. If you trace, that's a different story. If you trace, you're a terrible person and should feel terrible.

It's fine as long as your just doing it to study the way something is drawn and not claiming it to be your own work. Your a terrible person if you trace something and then claim it to be your work.

I'm actually taking a class right now that requires me to draw a live person standing in front of me (nude). Sometimes taking things back to the basics is really helpful.
There's a lot of really good drawing tutorials on Youtube explaining how the body is proportioned where you can have an easier time creating more body positions for you.
Before we even started drawing we had to do a quick anatomy test on muscles and bones you can usually see with a pose. You'd be amazed at how much it helps when you understand how the body is built so you can visually see what you want to create clearer in your mind.
Take a look at these for example:
Gestures would be fantastic for you to get used to drawing human form too. They're quick drawings that are meant to visually see the position the body is in, and then can later in go and refine detail.
This one is long and not super exciting but you get the idea of it with plenty of examples
