Way back in like the 1980's or even before, when the idea of a magical girl was just being formed. The magical girl was someone who resonated with young women, teen girls. She was all about maintaining your independence, about continuing to be the girl you are now, forever. Notions of purity and innocence were championed by the magical girl. These ideas were in stark contrast to those of the mature and sexually experienced, adult woman. It is because of this that the mature older woman in magical girl shows was always the villain. The very idea of growing up and becoming that adult was the enemy.
Makeup was a sign of being an adult, of being that kind of sexually matured woman. It was a sign of no longer possessing the innocence of youth. In a sense, that means that in anime culture, makeup was evil. Women with lots of makeup were always the villains. People want to connect more with the heroines, they want to like the heroine and cheer for her. They want to hate on the villain. If you think this isn't still around today you would be wrong. Finding women that are shown to be heroes/good guys and also wearing makeup is really really rare.
I have a perfect example of this kind of thing. Two characters from Fairy Tail. Each one was initially shown as a villain and then later on started on the path of redemption to become a good guy.

clearly you can see her bright red lipstick, she also looks to have thicker eyelashes, probably from some eye makeup. That was her portrayal when she was the enemy.

Same person, but no more lipstick and her eyelashes aren't nearly as pronounced. After she started down the road to being a heroine and no longer an enemy she shed those things beacuse they connected her to that villainous appearance. If you think this is just a fluke I have yet another example of the same thing
Minerva. As she was first introduced, being a villain.

As you can see, bright lipstick and blue eyeshadow. When she was the enemy. Then after she is defeated and starts down the path of being a herione, what do you think she looks like?

I initially even skipped that folder altogether, since even without this, after looking around a bit and noticing only subdued colors at best in even otherwise quite hot images, I also started to look for at least a certain personality type that would be more in line with the look - adult, confident (sometimes overly), brash, etc.

the notion that thick makeup = evil has been too ingrained in anime development. The kind of women in anime that have lots of makeup are always the same. Its sad really
