Didn't really have that much interest before seeing it, but it actually did a good enough job at explaining the rules to make me want to try it as well.
The particular flash game Looky and I are playing also has a nice section with the rules on its page.

For the most part it assumed you already knew the basics, yes.
The game has a really compact version of them, but makes them quite easy to understand even so.

Don't really play that much, just a hand or few from time to time to relax, don't even bother to finish the game. Also, don't usually watch any anime during working hours.

IIRC, it was the only yakuman he had still never managed to get.
