I, Fake Name, hereby proclaim the independence of the Voluntary Nation of *****.

This country has not been founded on grounds of ethnicity or religion. It has been founded on no common bond but a respect for personal liberties and a distaste for many of the current governing systems. And history will prove that these reasons are noble as any of the grand causes for which wars of independence have been fought. The independence of the Scattered Islands has come about through no human cost, but we recognize that the principles upon which we found this nation are worth fighting for.

As the first Defender of *****, I have drafted this constitution to inform and shape the legal system that our nation will use so long as it exists. I wish to set down a series of liberties, laws and responsibilities for the people of this nation, in order that my successors shall not abuse their monarchial power.

The first of the ideas in this constitution is that no citizen of ***** shall be censored or forced to hold their peace. No Defender and no Council of Advisors shall prohibit the press or the common citizen from expressing their ideas and view. Yet this liberty has an equally important responsibility attached to it. This is a voluntary nation – citizenship is not ordained at birth. When a native or immigrant to the Scattered Islands reaches the age of eighteen or finishes their education, they may choose whether to gain a citizenship or travel to another nation – in which case the government of the Scattered Islands must provide all necessary support in order for them to become a citizen of this new nation. What the voluntary status of this nation means is that the ******ian who has a complaint about the way their nation is run must submit this idea – with good justification and backing – to the Council of Advisors, or attempt to gain advisorship themselves. If the *****ian wishes to gain support for their idea, they must be prepared to argue its case.

***** shall never have a state religion and religious teachings may not be present in public schools. Religion is to be a private matter and shall never enter into the government. The government may finance church-operated charities, yet never churches themselves, nor charities that work as missionary programs. However, ***** shall never prohibit a religion unless it proves dangerous to citizens.

Victimless activity such as one's consensual sexual lives shall never be penalized or regulated by *****. However, rape, sex slavery and pedophilia shall be punished by death.

Intoxicating substances and prostitution must be strongly scrutinized by the government. Drugs whose origins are linked to organized crime shall be confiscated and disposed of. Drug addicts shall be offered treatment by the government. All prostitutes must have their backgrounds checked to protect against sex slavery, and pimping shall be illegal. All customers of prostitutes must use condoms, and prostitutes must be checked regularly for sexually transmitted infections.

The government of ***** shall have no power to search the property or spy on the communications of its citizens without reasonable suspicion and a warrant.

The Defender, Council and courts of ***** must not discriminate by race, sex, religious affiliation or sexual orientation.

All citizens of ***** possess the right to a fair trial and the right of bringing a legal suit. Both criminal cases and legal suits must be decided by a jury of the defendant's peers and by a representative of the Defender. The representative may overrule a hung jury, but not a unanimous one.

Nonviolent or mildly violent offenses shall be dealt with either by rehabilitation and counseling, by fines, or by deportation from ****. Extreme offenses such as murder or rape shall be punished by public execution. Those who rebel or advocate the overthrow of the government of ***** will be reminded that this is a voluntary nation and that they are free to leave at any time.

The University shall be sponsored by the government, but its professors shall not be censored or in any way biased by the government. The Leadership Branch of the University shall prepare students for a possible role as an Advisor, and the excelling graduates of this branch are the pool from where Advisors are to be drawn.

Defenders shall be selected by the previous Defender, and are never to be those who have committed a violent or serious crime. If a Defender violates this Constitution, it is the duty of the Council of Advisors and of the people to remove him or her from the post. A Defender's rulings and laws, as long as they do not violate this Constitution, are to be respected.

The government of ***** and any corporations or organizations funded by the government may not trade with or support in any way countries, regimes, corporations, organizations or persons engaged in the systematic violation of human rights. ****** may only declare war upon a country, regime, corporation, organization or person that is either a clear and present threat to the integrity of the nation, or one that is engaged in genocide or the mass slaughter of innocent civilians.
