Reading and writing doesn't require understandable pronunciation of the words, which can be hard if you're not a native English speaker, especially if the words in your own language sounds very differently from English, and if you haven't had much practice. It is also usually easier to understand what someone else says compared to when you have to recall the words to speak for yourself.
I already thought about all of that, but considering the fact this person already knows how to read and write the language, learning to speak it should be easy. Sure, they'd probably have a heavy accent, but they still know the language.
I can read English fluently and has since I was very young, but to write it and speak it... Sure, I can make myself understood without problem (usually), but it takes a lot more effort not to sound like an idiot when you forget half the words when you're about to use them yourself D=

Yeah, I understand English perfectly, the problem is that when I am speaking in English I sometimes forget how to pronounciate the word it correctly or just forget the right word, when that happens I just say it in spanish, which will more than likely confuse people, haha.
And it also sounds very awkward when I speak in english.

This is how I am with french and spanish, but differently. I cannot speak french at all, but can read and write it for the most part. I can speak spanish, but cannot write it at all.
