It looks like someone took a picture of a goth girl, opened up Photoshop, inverted their colors (seriously, light eyeshadow on dark skin? *shudder*), then screwed with the hue, and topped it all off by rolling them around in the Hideously Loud bin at a second-hand clothing store.

Ganguro fashion doesn't so much make a statement as it does pick up a bullhorn, jam it next to your ear, crank the level up to maximum, and scream "I FUCKING HATE YOUR EYES, CUNTRAG!"

Ganguro isn't popular overhere anymore. Similar to how goths were popular in the 90s, there are still people who dress like that but the main stream popularity is gone. Except this is on a smaller scale because you are more likely to see a gothic person in america than a ganguro in japan. I've seen like 3 in the past 2 months.
It is a dead fad, but of course japonies like being silly so someone who is not a ganguro girl willl still dress like one just for fun or for an event. A girl in my apartment dress up like one a while back, I didn't even recognize her until she said hi while I was waiting on the elevator.

There was a thread about this a long time ago, and I had learned about it then (not trying to say you couldn't make a new one, it has been well over a year since last spoken about)
But basically there's two types of Ganguro - Yamanba and manba. Yamanba only has makeup above the eye, and manba will have makeup below the eye as well as above the eye. Manba also has a darker tan, but no facial decorations.
Male equivalent are called center guys based off of the fact they're often seen at the Shibuya Station in Tokyo.
Also basically rebeling against traditional Japanese standards for what is beautiful for women in Japan. Light skinned, quiet beauties. I'm sure it goes deeper then that but I've got to go to work shortly
