yes it could if given a water attack and a the tm thunderbolt then it would be able to take many pokemon down. you just have to watch out for electric attacks.

Yes, it make no sense really. How could he win with un-evolved forms battling the last stages. But I guess it's just to show that they could be strong no matter what.
