For the most part, NTR can be forced/raped.
Not only that, "vagina"(love interest/wife/girlfriend would have been more politically correct terms but whatever) doesn't have to "belong" to the person getting NTR'd.
If it's cheating...to some extent it has to be consensual. Nor does the guy being cheated on have to "loose" his vagina.

Cheating is more related to an established relationship. If you are my childhood friend but you are not my girlfriend how can you cheat on me? Stories where the guy finds out the girl he likes is being sexed by other people are tagged netorare, even though she was willing to have sex with other people from the get go. Some people like to sneak not-tag them but they are, one has been uploaded minutes ago for example.

It's perfectly acceptable though. NTR just means it got taken away from someone. There doesn't have to be infidelity involved.
Cheating and NTR are not interchangeable.
