Is Scott Pilgrim a manga?

I was walking through a library near me the other day and saw Scott Pilgrim under the manga section. For those of you who haven't read it it looks exactly like a manga. Even the way its set up resembles a manga (with where the adds are and stuff) but since it wasn't made in japan and reads left to right i'm wondering if it would be considered a manga or just a very weirdly set up comic book. Or like some weird middle ground manga book or something.

Maybe... just maybe... someone picked it up to read it, and then put it down in an arbitrary place. Because y'know, people do that all the time as there are lazy fuckers like that.
