What's the point of discussing the truth. Though I'd put rate Opera higher than Safari (at least on Windows, haven't used Mac OS) and place IE in E Tier as well.

Safari is much faster than Opera, even on Windows. The User Interface is also better designed. Internet Explorer deserves to be in D because IE8 is actually not as bad as the previous releases, and will have full HTML5 support.
