It costs to make anime, so therefore merchandises have to be sold so money can be made, if not enough is sold then the anime projects might halt for a long time.
Imagine if nobody is buying Naruto merchandises, then Naruto and it's mangas would halt right on the spot .....

Anime company only make money off license selling. The company who make the figures is the one's who lose money on bootlegging. Pirating non licensed anime out of japan doesn't affect them in the slightest. Only like four or five series gets picked up and they come out years later. When they get ported abroad then you can make a case of' STOP PIRATING or Sugar chan will never come out to bd in america.
