Hey, I'm a fairly decent artist, but I have one problem, I can't draw on my terms. I can only actually make what I see in my head appear on paper when my brain says "hey, let's draw now" I can't draw the rest of the time. So, does anyone have any advise on how to make myself draw well when I want?

If I'm reading into your question correctly, I think you are asking how to turn on the inspiration to draw whenever you want to and not just randomly.
If this is the case, I would maybe suggest going out and finding what inspires you. Walk around the block, look at people and various places, artwork, hentai, ducks, idk lol.
Pick a good time and location to create however you do so and try doodling until you get an idea.
It really isn't easy to just will yourself to create, it takes time and trial/error to find what helps you hone your creativity. Take your time and keep the love and passion for what you enjoy doing, you don't want to become frustrated and loose interest in your work/hobbies.

I had the same problem in art school when they would ask us to draw for certain contests and I just couldn't draw/paint anything because I had no inspiration to draw at that time. When I did I never liked the way it turned out but I just pretty much did it for a grade. I say just do it when you feel like it or find inspiration to draw by getting inspired by others work because that's when I always did my best work!

It helps a lot when you get inside of a loop and can't draw anything because there is no good "image" in your head.

Sounds like you have an artblock. /or just don't have any inspiration/.
Well if you have an artblock and you just can't seem to draw anything good.
Then try doing like some of my friends who draw on daily basis. When they get into an artblock or get stuck. They usually just keep drawing anyway. Just instead of going all out in something big and complicated they draw something smaller and simpler like small animals, cute aliens or flowers. Or just doodling. Just letting the hand move without really thinking about what they are drawing. That way they let their imagination flow without limiting it by over-thinking. Sometimes your head needs a break from all the extreme.
If you miss inspiration and your artblock is heavier. You can try to relaxing yourself. Don't force the will to draw or the inspiration to come. Listen to music, go for walks or just put the pen and paper away. Hang out with your friends, experience something in life and try expanding your view. Learn something new or read some books. Eat something delicious or spend time with your family. Let the inspiration come from the things around you but instead of you searching for it. Maybe try something you never thought you would try.

I also like to sit in a train viewing the scenery disappear in front of me. Else I just stop drawing for some days and come back to try again.

Going on walks and just doodling things helps, it will keep your mind and hands active so you won't be rusty when you do get inspired.
Also, one thing that really helps when I'm stuck is having a list of things that I like/find interesting ready. For example : animals that i find cool, objects that are interesting , countries whose culture I'd like to look into. So whenever I get a block or lack inspiration I look at those and try to combine or doodle them, just anything that comes to mind.

I have the same problem. I only paint, draw, shoot or tag when i get something in my mind i need to do.
