Except this was common knowledge for years and nothing was ever changed in japan. there no foreign pressure for japan to change anything. The current Japanese Constitution was rewritten by pro american government when we occupied Tokyo after WW2, even though they do their own self-censorship as a condition of their membership in industry groups. Prosecutors use genitals as a rule of thumb as to what constitutes "indecent" as per the law, hence the mosaic bit keeps things "legal" in terms of not getting prosecuted. We have the same basic language in the CP laws by the way. They just word the drawing part slightly different.... well the possession word is every different.
