Best material for soft cuddly people plushies?

I'm thinking about taking up making plushes as another hobby.
I like cooking things and making snack stuff, but I can't just spend all day in the kitchen.
That and I just want to make cute chibis of me and my friends and out various "Forms"
Don't you think a chibi blonde Alura Une plush would be cute?
Or a mermaid plush with velcrow hands so it can hold hands with the sand naga plush? Or a plush of this nerd with removable mellow jacket and glasses?
I want to make these and I want them to be cuddly! What are the cuddliest or softest materials you can think of for the skin of the plushies? Fleece wouldn't work unless I made a werewolf or Furry... Maybe I could use it for hair. Hmm
