Meh, after the initial "wow" factor in considering how restrictive, and seemingly stupid, that law can be construed, I don't think it is a big deal either way. What good would it do for people to collect rain water for themselves? It's not like there is much point in collecting it and purifying it yourself since water is so cheap, and it can be for your own safety.

Dry states need as much water as they can get, and the governments are often tasked with regulating the collection and distribution of that natural resource.
The benefit to having "water rights" is that large properties (ex: factories) can't abusively collect large amounts of rainwater, in addition to having mass quantities of water delivered to them from various suppliers.
Water regulation isn't about the government claiming to "own the water" at all. It's about making sure people don't abuse the very idea of "it fell on my land, so I own it".

You have to take into consideration that there is a bigger picture here. This article is written in a biased view point from the get-go. This may be pertinent to the safety of citizens living in these states. Perhaps there is an increased amount of sulfur in the rain water or other toxins, or maybe in place to stop big business from dodging water taxes by collecting huge sums of rainwater, illegally.
We only assume it is just some giant government conspiracy to start taxing us on everyday necessities and natural phenomenons. That's a bit of a problem with the United States culture now. Everyone thinks the government is out to get us. We went from trusting the government too implicitly, to now questioning every single decision the government makes with fervent disbelief and scorn. We need to find a balance. I digress, I'm going on a tangent here.
