Dakimakura covers are a fairly strange phenomenon when it comes to censorship. A lot of circles are able to get away with fairly explicit covers, and then you'll run into a random cover that has horrific mosaic censoring.
I actually don't mind "creative" censoring, where they just cover up the goods in some way; whether it's hair, panties or fluids, it serves the same purpose. But then there's another branch of covers that follows the Barbie doll anatomy or mosaic censoring way of dealing with it, and these cases are always disappointing. Strangely enough, it seems to be the eroge companies that use mosaic/Barbie anatomy the most often. I guess it makes sense, because they're so used to censoring their product for everything else, why would it be any different for this. But it just feels lazy to me; if they really wanted to release a good product, they would find a way to get around the ugly censoring without disobeying the law.
Of course, the need for censorship is stupid to begin with, but that's an entirely different conversation.
On the subject of Urushihara's work, I believe I own two of his covers. I don't remember what the second one is if I do own a second, but the first I own is his Miku cover. I think she's wearing a pair of panties in that one, and avoided censorship, but I'm not 100% sure on that; I do know that some of his dakimakura covers do have mosaic censoring on them.
And yeah, I did a quick search and wasn't able to find anything on the character you mentioned. Sorry, man. :(

It's really heartbreaking. Two of my first three covers were very nice circle covers, that happened to be fairly explicit. I was very quickly obsessed with this hobby, and was constantly looking for new covers I wanted. I found what was a Holy Grail for the time; I didn't stop looking for this cover until I found it, and when I did I bought it immediately, for a fairly hefty price. The sample image I had to go on had the typical Caution tape censors, but I didn't let that deter me; I was still relatively new to the hobby, and figured that there would be something there, at least.
I get it, open it up, admire the art before focusing on the anatomy... or lackof. It was easily one of the most crushing moments I've had in this hobby, and I'm always wary when ordering these days.

And to bring it down a depressing path, I actually cancelled my trip to Comiket because of the new censorship rules they're going to have in place for the event. They're asking circles to be a lot more self-policing, and the items we do see out of Comiket will likely be heavily censored, which might set a trend for more heavily censored works overall.

She said that selling R18+ dakis in China is a crime, and all of the ones with her work are pirated/bootlegged. This also probably explains why there's some original non-ero dakis on Taobao too.
I really, really want her C78 daki but it just simply hasn't been on Yahoo or Mandarake at least a year.

Taobao is mostly bootlegs, however there are some interested points to make. I've seen at least 2-3 bootleggers that have a section for original works that they actually commissioned. It's definitely an odd thing to see, since their stores have maybe a few hundred bootlegs and then they have a separate section with 10-20 covers of their own work. Then the circle A.C.G. Arts has a Taobao store that's legitimate; I emailed them a few months ago and they said it was their store.
The main thing to consider when ordering from Taobao is that all the material is going to be cheap, so you're definitely getting what you pay for. However, that's not necessarily a bad thing, I guess. In the case of A.C.G. Arts, I had a friend who ordered from them, and the material was your typical generic 2WT... I ordered my own cover from Toranoana, paid twice the price, and the material appeared to be exactly the same. So for circles that don't use a quality/specified printer, there's always the risk of getting the shit of end of the stick when it comes to material.
In short, the majority of covers you find on Taobao are going to be bootlegs, but there are a few cases of legitimate stores.

How explicit are you looking for? Most people I talk to who are new to the hobby actually try to avoid the explicit covers, so it's nice to find someone interested in them. :D And against bootlegs, too!
As far as sites that ship internationally, I'd say the two best circles are Evening Call and B&W Store. Personally, I don't think B&W Store's material is all that good, but they have some really good covers. Sadly, covers typically work on a preorder period, much like figures, and B&W Store just closed a preorder period for about 10-20 different covers on the 15th. Evening Call has some nice stuff still up for sale now, though.
Both ship internationally, however, Evening Call's site doesn't have any English support for signup, so signing up might be a bit difficult.

Mandarake is also pretty great for finding covers, since they'll sell anything and everything they can get their hands on. Just search "æŠ±ãæž•" and you'll get plenty of relevant results. The downside to Mandarake is they typically don't have sample images, so you'll have to try Googling the product's name and finding the image if you don't already know what it looks like.
