Some women are, but still oral over their clitoral hood's block a fair amount of sensitivity. Some women aren't clitoral sensitive at all, they're vaginal sensitive. A few are anal. Every lady is different. First time your with them you have to be observant to their kinks and tweaks. Oral, foreplay, sex and aftermath... you have to figure it out like a math problem design by satan. Every question with no universal solution.
