I can load sankaku complex just fine in chrome with the same banner message. May I ask what browser you're using? Have you tried accessing the site with another browser yet?

Try removing the s in https if that is in your url to remove the ssl encryption (I'd rather have it actually).

as it happens, is your computer's time correct and synced up?edit:
i also notice that everytime i try to access a video streaming site, the page (.php my area) is downloaded instead of loaded, tried it on IE and firefox, happens even after i uninstall my grabber add-ons/apps and restarted my PC,
above the IE,theres a notice below, saying "to help protect your securty IE block this site from downloading files to your PC" and when i click on it, it shows "download file (which downloads the page itself instead of loading it)" and the other one that says "what are the risk?"

I would check for malware and the such. Try running the default threat scan with malwarebytes and if it turns up I can give you some more in depth cleaning.

I would next run ADW cleaner, just click 'scan', then 'clean' and it'll ask for a restart.

after you reboot, run Junkware removal tool, which should also reset many browser options back to their defaults, but won't touch any of your bookmarks/favorites.

Highly unlikely this is a virus issue.
Almost seems like a 3rd party stylehseet is being used or it's being hosted on a different domain, secure connections don't allow you to cross-site link stylesheets. Look around for anything that might be forcing you to use a secure connection and filter Sankaku, update your browser.

Just noting that it's better to run a custom scan with rootkit detection enabled. They can be pretty nasty.
Also, Avast! is shit.
