While I admit the premise is funny, I do question how this is applicable. Does everyone just take turns torturing each other or what?

In that context it's two separate premises.
The golden rule being the first premise; do unto others. In this case give enjoyment to others.
The second premise being that a person happens to enjoy pain.
The golden rule would say that a masochist should give other people things they enjoy, though they should be aware that not everyone has the same likes they do.

Basically with being a masochist (I am slightly one, but not to any extreme) you take pleasure out of pain or a little rough housing. This can be taken further with derogatory language directed at said masochist, humiliation play; sometimes bondage can play a role.
That's where the Sadist plays a part (hence S&M). The sadist takes pleasure out of controlling and dominating over their partner and eliciting pleasure out of pain. Don't confuse this with an abusive partner because the whole point of being an S is to create pleasure for both parties not just enjoying beating the living crap out of someone.
So long as both parties are enjoying themselves and are happy with the relationship (and are safe about it) then it's fine.
