Though honestly i guess i prefer long hair, somewhere around the medium -> top is the best in my opinion...

I chose to the hips, but honestly I love them all (except for maybe feet and bald). I've seen all the hair lengths on all kinds of anime girls and each one looks good depending on the character. So, as long as it fits, all hair is good with me. From Momo's bob, to Konata's knee length cascade of adorable fabulous-ness. ¦3

It depends on how the girl looks with the hair length, but I generally like at least medium hair for most. I wouldn't want to imagine a girl with short hair if she doesn't look good with it.

I can't decide long or short because alot of my favorite female anime characters either have long or short hair. Both hairstyles just look so cute.

All based on personal preference, I like shoulder length hair generally but it also depends on their character. Tomboyish girls obviously go better with shorter hair.

Man, what a loaded question… for me it really depends on the character.
But in general I lean to the medium/long hair categories. Though I've never met a person IRL whose had hair down to their knees, and rarely to their hips… which makes sense, it's just funny to see the stark contrast in "normal" hair length.
