Luffy is practically made of rubber and capable of taking hits. A lot of people are going to say Goku would win, but it takes him half a season to power up a single attack. I'm pretty any of the other characters might be able to take him out before he charges up.

if were talking post timeskip luffy, id definitely say luffy, cause even if naruto,gary or goku were able to get close to him, his observatonal haki would notice them and avoid the punch/kick/kamehameha/rasen-shuriken/ETC that they'd be able to throw out
