Why isnt chubby chubby?

Lately we had a few new manga for the chubby tag, and i was really excited about them first. And some of them are surelly good,others less....
However overall i feel like chubby is defined as "huge boobs,slightly thick thigs and maybe a little belly"
Why always big boobs??? Why are artists afraid of fat ?
I get it guys like big boobs but we got the oppai tag,its about chubby here so please cant it be about chubby?
Fat girls MOSTLY do have bigger boobs, boobs are just fat tissue afterall... but it should be just logical that chubby girls RARELY have big boobs. I dont see why artists think they need to draw huge meloons on mostly STILL skinny bodies and call it chubby.
