Someone did say they were working on a translation patch, but that was a long long time ago and never seemed to take off. I can't even find the website for it any more [Edit: Looking into it, it was on Geocities]. I heard G-Collections said they might translate it if there was enough interest, but that was also a long long time ago and more of a "we'll consider it if..." than a "we'll do it if..."

Short answer, no. Not translated. Likely won't be unfortunately.

The fan translation is most probably dead.

By the way, this is kind of related to the previous deal about mangagamer releasing Age games. It seems that age was more interested in officially releasing this game in english than muv luv. Even with the release of a un-official patch for muv luv it seems that mangagamer is still with friendly talks with Age so hopefully we may have an announcement regarding this game.
