Tokugawa正夢音, a weird general that wants to rampage against alot of 悪人. He made a reformation to Edo that allowed bad guys to accumulate so as for them to appear more frequently. Edo then went to the dumpsters and became your crime city

The chief minister, 水野 saw this as a serious matter and he invited Tokugawa and the council of elders to a hot springs trip(one that involves lots of hot springs all over the country, thus ensuring these people would not be near Edo). He then posted a large rewards for driving the bad guys out of Edo(in Tokugawa's absence).

Your heroine is the daughter of a feudal lord(family name 水戸). she believes that it is the 水戸 family's duty to vanquish these villians, so she set off to do the job(and the story). You are 弥七, a ninja under her command.
