Also I like how he hides his obvious personal gain of not being eaten by aliens behind "it's what is best for our species" and "dear concerned; lul u mad?"
But at the end of the day, here's why Breen is truly evil: he turned on a suppression field that made it so humans can't fuck each other. THAT is the sign of a true asshole.

If I have to go with one that left the best lasting effects, then Im going with Kefka from FF6. While I have plenty of villains I like more than the guy by many times, he actually did some pretty inspiring/heavy shit.

Bass.exe from the Megaman Battle Network series. As one of the toughest bosses in the series he also had a interesting back story. Also Colonel in Battle Network 6, it was interesting to see him and his operator go from good to bad and@was actually believable.

You mean 343? He was hardly an antagonist. Just a 3rd party who had his own set of objectives, which just happened to coincide with yours up until it came to activating the halo rings.
A true antagonist would be Hitler from Wolfenstein 3D.
