I know I've had trouble with this before. Usually I have to go into view the picture then hit triangle and select the "set as background manually" if you are using a theme however and want to make that picture override the theme's existing background. Then you may need to go into settings-theme-and then set the background to use image instead of use theme. You'll keep the theme's xmb this way but it will overide the background from the theme you were using.

Okay I should tell you you do not need the photo gallery option to put a picture as a wallpaper. And I should say that the PS3 can only use an image as a background that is saved onto your hard drive. That is as to my experience and knowledge it only does it with images that are saved to the photo's section and not in the photo gallery mode [At least that is how I have done it in the past.] So I will write you step by step instructions if that doesn't work I will put on my keffiyeh and goggles and upload a photoguide for you if you like.
1. Turn on your PS3
2. Save whatever picture you wanted into the hard drive of the PS3 so that it can be accessed by going into Photos and it shows up under the photo gallery and the playlist option.
3. Scroll to your desired picture and press X to view it.
4. Press â–² to bring up your menu and select "Set as Wallpaper"
5. This will take you to a screen with a white frame around your picture with X and O at the bottom saying accept and cancel.
6. Use the left stick to move the frame to the part of the image you want as the wallpaper and use the right stick to zoon.
7. Once you have found the part of the image you want to use press X and confirm.
8. If this isn't visible as your background now you may need to go into Theme Settings again and into your theme options by pressing â–² and then setting background to "Use Image" instead of "Use Original."
Let me know if you are still having trouble and I will snap up the photo guide for you.

it's more easy to, save it in a flash disk or a memory stick, and just stick it in the pooper USB slot or memory stick.
then in the pictures Menu, you'll see the External disk icon, "Expand it" so, you can see all the insides of it. and it's just a matter of pressing triangle and "copy"

As Kainax said if you're importing them via usb stick just view the file with X then press â–² and select "Save File." If you are downloading an image from online than mouse over the picture press â–² and then select "Save File."

Yes Go to Settings-Theme Settings then to "Text Color"
