Need some help with eternal fighter zero memorial

and no...its not about move lists or any of the other normal stuff i kept finding with google.
Its a simple aesthetic issue where the game plays perfectly fine but has this bad habit of going all psychodelic collect on with its colours.
sometimes the whole title screen goes that way (you can still make out outlines and etc...but they're all the wrong colour)
sometimes its just bits of it
and chunks of character portraits change colour (its not a pallette edit issue because it looks normakl wen i use that).
during gameplay background (expecially very detailed things like trees) are an explosion of conflicting colours
and even the characters suffer this on parts of themselves.
I would take a screenshot and show you but it seem efz doesnt let you take press the print screen button and paste it in paste to save as an image file.
I tried selecting
run in ### x ### resolution
run in 256 colours
every run in "previous version of windows"
all the standard stuff.
anyone got any bright ideas?
