Garchomp is hard to counter once is uses Dragon Dance and even tougher when it uses two. The only counter really is a Pokemon with Ice Shard or some really tough walls like Skarmory.... Garchomp has too much attack and speed... Lol.

If garchomp ever had dragon dance...well more of a reason why he should stay in uber.
The only ones with ice shard that can probably kill garchomp (with most of its hp) is probably weaville and mamoswine.

I remember Serebii had a argument on creating a pokemon that can actually counter a Garchomp. And counter means switch in when Gar's already out and survive a hit then finish Gar off in 1 hit. I remember them coming up with a Mamoswine awkward Attk and Def HP spread. There were also other lil details for the situation as well, I think Stone Edge being out as well.

Otherwise for mamoswine it can be helpful but not against garchomp with its resist towards it.
I'll say garchomp is good to make some in game challenge easier, but it is to broken competitive battling for the hard counters to put against it. Ice shard mamoswine is possibly the best possible offense against it with hp to survive it. Next would probably be un-stab ice shard from donphan but he can survive nearly as well but he usually is a support poke. Follow by weaville who can't take a hit.

Mamoswine can be a counter to Garchomp. Not a good one, but it can be. It's an ice type so you can use Ice Shard for stab priority damage. It also has a good attack stat to do a lot of damage to Garchomp.
Base 40 * 1.5 Stab * 4 Super Effective damage = 240. Lol.
It has a chance of OHKO. It'll do between 90-106% damage.
