No, I'm sure that the translation is still proceeding, eventhough it's slow, considering Swan Song got translated, I think this will also get translated :D

Translate or not is not all by the title, but by the people that eventually picks it up, many TLwiki translations are stalled and not active, this 1.7% ( last's update 2007), its obviously stalled untill the person decides to pick it back up, its not even progressing slowly, and considering the progressed done, you can almost say this is one of the thousands of untranslated VNs.
