Alright, this little inquiry is result of too much free time and serious rage at Bioware being uncharacteristically dickheaded on behalf of our beloved EA overlords.
So, I heard that if a game is saved to hard drive, and you purchase the DLC to this game and download to it, the DLC is now with game files on hard-drive, and as such, it can be accessed by any other profiles that play the same game on the same console.
Is it true or bogus?
The game in question is Mass Effect 2, since it's array of DLCs is completely disabled for my region (Central/Eastern Europe), including free ones, and I was hoping to go around it that way. There shouldn't be any problems with languages or anything, since my ME2 copy is entirely in English. Even the manual. I will need a crapload of points just to buy second access to Cerberus Network (since I don't think I can use the one on my "first" account).
I originally though about attaching it to original ME discussion, but I guess this can also apply to all the other games. I think.
Oh, and I'm talking about 360, but if someone has something to say about a tip that applies to all consoles, go ahead.

DLC can always be accessed by any profile on the same console.
But Im almost pretty sure that the R2 copy cannot use R1 DLCs.

Yes, any profile in the console can "share" the DLCs, it's legal and it applies to all game DLCs, so it's not just Mass Effect.
With that in mind my local game community made a large share community where we can share DLCs that we bought together.
Basically any purchase of DLC or game can be downloaded to only 5 different consoles under one share account, so our community used that to buy DLCs and games for a very cheap price because we split the cost to 5 people. The moderating is pretty strict since it's a community built on trust, and the share account can easily be leaked to another person who doesn't pay for the DLC.
But this share community is pretty effective and everyone with a PS3 can join.
So, if someone is "using" your DLC, you should without your consent, you are free to ask payment for at least 1/5 of the original price to use your DLCs. It depends on you though to set on the rules.

I don't think so...at very least, I haven't heard of it. As I mentioned, I did hear of users sharing the accounts DLCs if they use same console, but I didn't hear about users sharing DLC between actual consoles (as in, two accounts share DLC between two different consoles).
It might be due to how Xbox Live works though.
No idea about PC, but PC players rarely need to bother with DLC anyway. Until very recently at least.
