Something GSDAkatsuki pointed out was that a lot of girls voice guy characters in japan. however here in america, that is not the case. Men are voiced by men, and women are voiced by women. theres no in between. even if the guy sounds girly, its still a guy, obviously sounding like a girl to imply some form of faggotry.
When it ports over to american shores, and the character sounds like girl or boy, thats there gender. where is my consolidating evidence? just look at all games made in america. We dont cross genders when it comes to voices. not usually, and unless japan had something to do with it, guys are guys, girls are girls.

You have to read between the lines with Wikipedia. I'm not one of the people that automatically disregards anything on Wikipedia, but ultimately it's just written by random people and stuff gets left up there for ages with no source. For example, check the passage you just quoted. Now it just uses the name "Leo" rather than "his", just like the official biography and all the text in-game.
To anyone who feels the only thing keeping them thinking it's a boy is the name "Leo", just take the view that it'd be no good being in disguise as a boy if you call yourself Emma or something. Anyway, Leo is probably short for Leona. These reverse trap characters usually have gender-neutral names, like Makoto in Japanese or Alex in English, or a female name shortened or converted to the male form. So Leona to Leo or Leon. Lucy to Luke. Louise to Louis, and so on.
Naoto Shirogane, the reverse trap from Persona 4, has a male first name. You write Naoto as ç›´æ–— (at least this Naoto does) and when you bear that in mind, you could see how perhaps this male name was taken from the female names Nao, written ç›´. That's the Japanese equivalent of Leona to Leo.

well Tommy Pickles from Rugrats is voiced by Elizabeth Daily and Laharl from Disgaea is voiced by Barbara Goodson so men being voiced by men isn't so much the norm in america as it can go both ways.
to sumurize, VA's are conclusive evidence to determining a character's gender.... but i do think Leo's a she <__<

Girl, and since a lot of people want Leo to be a girl my guess is that even if Leo is a guy in the interwebs Leo will be known as a girl or a futa.

va's arent necessarily conclusive evidence.There are many VA's out there capable of voicing either gender
Then again as far as i remember,Leo doesnt say anything anywhere in the game except for the usual fighter grunts and yells.
