Non-unicode settings must be added with your OS disk for XP. If you don't have your OS disk check the FAQ for some links to the unicode packs. Others have provided just in case people don't have their disks.
And where can I find this? I've done everything and installed the language but it Japanese still doesn't show up in the list.

You need jap-setting on your comp.
