According to what I heard it opens up at 15hrs. You are a slow player.

To be specific, the very beginning of Chapter 11. That's the point where my play time went a long, long time past what it should have been. I must of spent 15 hours on the chapter alone and going back to that area for missions and treasures.

FFXIII is pretty linear. Then again, what recent-ish Final Fantasy hasn't been ridiculously linear?

Most people who are RPG players think of "linear" as being not able to explore or move around much (a.k.a. lack of world map), whilst others list this definition as simply not being able to alter the outcome of the game in a dramatic manner, which in that case pretty much every RPG made would fall into that category.

Once in 11 you will be reminded of good o' FF style exploring with the usual sidequests, sidebosses (kinda), and getting uber strong to a certain point like in most FF's. Pretty much Ch 11 is the core part where you will spend most of your game time, so you are ready for the next CH.

As for the FF13 stop being linear at chapter 11 you start getting Side quests if thats anything. you get to travel a very large chunk of land where you can get lost pretty easily

Hmm let's see Resonance of Fate has guys with two perfectly usable guns each who can't use them unless they run like idiots across the battle field vs a strategic gameplay that lets you pick roles and switch them for your convenience. I'll go with FF13 with this one.
Next, Resonance of Fate has tiles the size of countries that three people carry on their bags which they use to connect places because apparently someone with a fetish for pentagons was allowed to use a drill. Versus a game with a linear gameplay until chapter 11 and suddenly becomes freeroam. I'll still go with ff13 on this one
Lastly, Resonance of Fate allows you to control each character individually while the poor character which was left uncontrolled gets raped helplessly by monsters and then when one of them turns red and dying they all panic and run around like a bunch of prostitutes running from the police vs FF13's AIs that act accordingly depending on your chosen role for them. I still vote for FF13...

First to answer the OP's question
Final Fantasy 13 focuses on the plot with a simple yet enjoyable gameplay. Obviously its target audience would be the hardcore fans who enjoys a good story. This is probably the reason why it's so linear. It's their way of story telling. In chapter 11 up it lets you do quests and for once the game will be free roam (sort of) although you cant visit the earlier places from the previous levels.
My thoughts about RoF
Spoiler:
As a game Resonance of Fate could have navigated its way without a telescope to Port Good Game but hurried too much and ended up in Cocked Up Peninsula. It's ideas if polished properly could've made a good game great but as it stands it just makes a bad game pretencious.

We didn't play the same game for sure... between a game made for noobs (XIII) and a deadly good strategic gameplay + great challenge my choice is clear^^

You're kinda overexagerating...
It isn't THAT bad. But I'd still rather pick FF13. Who knows, it might change once I actually play RoF.
