It's hot, but not the same thing. That would be exhibitionism- arousal achieved through being watched as opposed to doing the watching.
I'm okay with private, consensual voyeurism/ exhibitionism. If someone's in a relationship with a person who is aroused by those sorts of things and they keep it on the down low, by all means they should enjoy themselves.
I'm not saying stay in the proverbial closet as a pervert; nude beaches, adult clubs and sex parties mean voyeurs/ exhibitionists are not without options. Plus, you know, there's the internet. However, public displays and preying on strangers are wrong no matter how you try to explain it.

A lot of people who get naughty in public are like, "we might get caught any moment. OMFGhot!" so if a voyeur were to watch, doesn't that kinda fulfill their fantasy? And if you're having sexy time where anyone can see you, and someone records that-- that would suck big time (unless you wanted it to happen), but it's always a possibility that people should be aware of. So, it's almost silly to get shocked if it somehow ended up on the intarweb.
