I cant seem to find the rep button...can someone show me pics to where its at(showing me text doesnt really have meaning anymnore).

that should make it as clear as possible. obviously, you cant change your own reputation, but should you want to give or take some from another member, just press the + or - under their avartar. i think you can only give or take 1 point per day.

-edit- it actually took me a little while to figure it out too, so dont feel bad about not noticing it or anything
