Question about user uploads

Not sure if this is the right place to ask, but regarding user uploads, do they have to be raws? Can they be translated works by known translators that simply haven't yet been uploaded here?

I use to have a popular thread in the manga/doujin section. You can upload and post whatever you want unless it violates rules. https://www.fakku.net/forums/manga-and-doujinshi/do-not-upload-list
List is dead but just don't upload licensed stuff or Linda project stuff. No fakku, Project- h or Mangerotica.

In the end it's just common courtesy and respecting the translators. (It's worst when people then monetize their works with pay links etc)
