I can only wager it's down to supply and demand. Futa is a pretty niche market and what does get produced is usually geared towards that market. But artists explicitly doing stuff for free is financial suicide, especially if their content is their sole income. We don't have a lot of free stuff, but what we do have a majority is by western authors who no doubt rely on comissions and/or financial support from fans via Patreon. Subscriptions and Books also contribute towards paying the artist and the publisher in return for our access to it.
Bottom line is you're more likely to get a futa story done on comission, or donate to an artist's Patreon and request they make it, as long as they take requests. Either way, you're going to have to pay for it, that's how this shit works. Or you could produce futa stories yourself and make it widely available. But would you have the time? And you would likely want to get paid for the effort taken because why wouldn't you.
I don't claim to know why we have free content, but I can only guess that they did it because of Patreon - so money isn't so much of an issue - or for shits and giggles and don't care much for getting paid for that content and gave permission for it to be freely viewed by anyone. I suppose free advertising is also a factor.

I think YQII has talked about this a couple of times. It basically boiled down to major magazines publish material that appeal to the masses because that's what sells and they have to sell magazines in order to, well, exist. Niche magazines occasionally exist like GirlsforM (and I believe there were some futa only magazines in the past), but it's not easy to financially support a magazine whose customer-base is niche. I think YQII went on to say the majority of futa material is found on the doujinshi scene and not in published magazine chapters because of the above reason, which is why they're not in the subscription often.
