Being the curious person i am... I was wondering why in all the manga, the rim of the penis, the clitoris, and the sometimes the folds of the vagina... are blurred out, or that annoying black strip over it. I know its censorship, but to what degree does the Japanese government dictate what body parts must be censored, and the parts that don't matter.
Anyone familiar with how the system of censorship works? Its been bugging be for a while! Hehehe <3 Much appreciated! =^_^=

I think I've answered this in another thread. Japanese laws dictate that it be censored. Apart from "underground" works, it's always censored. It being sexual organs. Nipples are fine, apparently.
And how badly it's censored is up to the artist/company distributing.
And people in our Translations team work long hours undoing those bars.

[size=12]Oh ok! I see! Well, thank you for the insight into the world of manga editing! Its much appreciated! As I said, it has been bugging me for a while.
Its an interesting system though...but Im still not quite sure "why" the censorship must exist. *shrugs* Oh well.
Thanx again! ^_^ [/h]

Actually, there's no longer any rule or law in Japan that dictates that hentai/porn must be censored. However, the companies censor it anyway because it's considered 'good practice'. Bullshit, if you ask me. Why so averse to depictions of parts of your own body?

Things that people are most used to doing they will continue to do. I guess
it is like some bullshit tradition. They know they can get rid of those "bars" yet they choose not to.

It's simply not enforced 100% in terms of strictness in regards to adult entertainment.
While there aren't many recent law suits (just one to my knowledge) against the companies, most of them have joined the self-regulatory associations in charge of forming consensus over censorship as well as restriction in terms of sales.
These are for comercial publications (including h-manga, h-anime, h-game, and adult movies).
As far as doujin works goes, it's all determined by individual artists... they "censor" off just enough lines to be able to say that it could be something else :P
But basicly, the Japanese government can pretty much just come in during comiket and arrest anyone selling h-doujin according to the law   They just haven't done that (yet).

0.o Interesting...very interesting...
If i was the artists of the H-manga, i would be pretty pissed that someone would have to blur out my wonderful works of art every time i finished one... I mean, they blur one of the best parts! Besides the ( . ) ( . )

Well, the most recent arrest/trial did create a pretty big uproar regarding freedom of speech as well as the tradition of "letting the industry regulate itself" within the industry. Though the penalty is not really that big altogether (the law stated that, if found guilty, would result in maximium of 2 years of jail time and fines up to 2.5 million JPY, which is about 22k USD).
In the end, while the president of the company was found guilty, he was merely fined 500 thousand JPY, which is less than 4.5k USD (lol).

The same laws apply to Japanese Videos as they do to manga and some other forms of pornography in japan
"What censorship does exist is often carried out through Article 175 of the Japanese Penal code. Historically the law has been interpreted in different ways - recently it has been interpreted to mean that all pornography must be at least partly censored. There has been traditionally, however, very few arrests based on this law."

It is never "interpreted by the court" (note, I'm talking about the court) that adult material requires censorship. Censorship is merely a way the industry figured out (with an unofficial nod from the government) to "sort-of" avoid possible law suits.
The 2002 arrest is merely a way for the Japanese government to show that they can prosecute pretty much any adult material whenever they want.
