Plus, his 1-eye'd goggle(combat monocle?) is just unique.

well, yes his name is Vyse but i think this pic is from the Dreamcast game "Skies of Arcadia"

It's good stuff, but I just couldn't get into it, was too depressing.

Can someone upload this, anywhere but depositfiles ?

The characters Vyse and Aika were included into Valkyra Chronicles as a tribute to the Dreamcast game "Skies of Arcadia", where I am familiar with them.

If you have a game cube/wii a port of the game was made for the former, and I highly recommend checking it out
