The Mermaid arc and Punk Hazard arcs are alright. It's basically like Oda's favorite manga, Dragon Ball Z. After every arch nemesis battle the story plateaus and then all of the sudden a stronger enemy comes along, and Goku has to train once again.
After punk hazard, I'm guessing the first emperor they will encounter will be Big Mama.
