I just got in IGN's website just to check on something, Suddenly I find this.
I have never registered to IGN before. And as far as I know no one ever used my pc. Is my IP hacked or something?

Likely something you picked up along one of the numerous questionable sites you went to.
Or you created it and forgot. Or someone else used your computer.
Check your history. If it shows the ign website with account settings page or something in there, you made it, or someone at your computer made it. I sincerely doubt someone hacked your system remotely just to make an account on random websites and left you logged in to mess with your head.
